History of the Police Department of Rochester, N.Y., is more than statistics set in Victorian purple prose. With few embelishments, Peck included mini-biographies and of all involved with the department from the first night watch to the ages, origins and photos of each of the 198 patrolmen on duty in 1903. This gives a fuller taste of daily life during the years described, a rare treat, in deed. The book covers eras of tremendous transitions for the United States that resonate in what we deal with today. Rochester went from a tiny settlement in the post-Revolutionary wilderness of western New York State to a commercial hub on the innovative Erie Canal transportation system. The book focuses on its own time, just as the city was receiving barge loads of European immigrants, as witnessed by a police force that was largely Irish and German, with some Italians coming on board. The department's one woman, the city's first female matron hired to oversee women prisoners, gets special mention. The department also was adjusting to a multitude of rapidly changing technologies in its city and its own organization. The advertising section of the book shows a handfull of automobile businesses among a wealth of ads for livery stables, harness makers and ferriers. And, there was a non-descript ad for that start-up Kodak company. The Rochester PD incorporated three bicycle officers into the force and led the way in using teleography, the latest in real-time civil emergency communications. Peck's look at a developing Rochester police department is a gem. (Head of the Telegraph Bureau was Superintendent Louis W. Miller. See the photo on page 94. He was my great grandfather. Louis, pronounced "Louie", died a few years later. None of us in the remaining family had seen this photo. What a treat. Wasn't great granddad was a handsome gent?)
